An Idaho native, Dr. Harper earned dual undergraduate degrees in neuroscience and Russian from Brigham Young University before graduating in the top 20 percent of his class at Temple University School of Podiatric Medicine, where he received honors from the Pi Delta and Sterling Harford societies.
